Den blev bygget sammen med en række omkringliggende bygninger tilbage i 1960´erne for at beskytte USA´s atomvåben under Den Kolde Krig. Siden har den stået tom i årtier. I USA blev planlagt 12 såkaldte Safeguards systemer, hvoraf pyramiden i North Dakota var den eneste der blev færdigbygget. Oprindeligt beskyttede den Grand Forks Air Force Base.
